Key info

  • Young people aged from 12 to 17 who intend to use or own a firearm must apply for a minor's permit.
  • You must complete an application form (PDF, 79KB) and lodge it at a service centre.
  • You can only use a firearm under the supervision of an adult who holds a firearms licence.
  • If you are aged 14-17 and have applied for in-field shooting and your application is approved, you must pass an approved firearms safety course.

About applying for a minor's firearms permit

Young people aged 12-13 years can apply for a permit that allows them to use a firearm on an approved range under supervision.

A person aged 14-17 years can apply for a permit that allows them to use a firearm in the field and on a firearms range.

You must visit a service centre and:

You must also provide supporting evidence (proof) of genuine reason for recreational hunting or vermin control. Supporting evidence is not required for target shooting on an approved range or receiving instruction in the safe use of a firearm on an approved range.

On expiry of the 14-17 year Minor's Permit, you must make a new application for a firearms licence.

If your application is approved, Firearms Services send you a letter within 21 days to tell you:

  • what training you need to complete
  • who to contact to arrange training.

Once you have passed the approved firearms safety course, you must visit a service centre again and have your photo taken.

Can I apply?

You can apply if you:

  • are aged between 12 and 17
  • can show proof that you have a genuine reason for using a firearm
  • have a supervisor that has held a firearms licence in the appropriate category for at least 12 months.

If you are aged between 12 and 13, you can only have a permit for target shooting on an approved range.

Proving your identity

If you are less than 14 years old, you must provide one of the following:

  • birth certificate (100 points), or
  • passport (100 points), or
  • a written statement on letterhead by a principal officer or educational institution (100 points).

If you are 14 or over, you must show documents amounting to 100 points when lodging.

These documents must be originals (not photocopies or certified copies).

You can only show one of these

  • Passport (70 points)
  • Citizenship certificate (70 points)
  • Birth certificate (70 points).

  • Licence issued under law - a driver licence or current gun licence (40 points)
  • Employment ID - card issued by employer with your name and address only (35 points)
  • Employment ID - card issued by employer with your name only (25 points)
  • Letter from employer within last 2 years confirming name and address (35 points)
  • Rates notice (35 points)
  • Credit or debit cards/passbooks - only one allowed per institution (25 points)
  • Medicare card (25 points)
  • Membership card - club, union, trade or professional bodies (25 points)
  • Membership card - educational institution (25 points).

If you arrived in Australia less than 6 weeks ago, your passport is worth 100 points.
